Hmmm...but surely...based on who the Person of the Year was, then there couldn't be a second place - vote or no vote...?

The man of the year award doesn't necessarily mean it's a great person doing a great act. It's about someone who has grabbed the headlines and made an impact on the world whether good or bad.
Osama Bin Laden was nearly named in 2001 for this reason.
