Susan George in Straw Dogs definitely takes some beating. Angharad Rees who was the original Demelza in Poldark always caused a stirring in a young mans trousers and, to this day, I remember seeing Stephanie Beechams nipples poking through a blouse on some daytime programme she was in and being forced to reach for the Kleenex!
