It's stated in the article on the OS.

The circumstances of Ferran’s previous responsibilities were such that he wished existing commitments to be honoured and he was therefore not available to Manchester City Football Club for some time after his identification as the preferred candidate.

In other words his wife wanted him to finish the decorating before he pissed off to Manchester.
