FFP - 21 Man Squad Restriction & Homegrown Quota

On Friday 16 May, settlement agreements were concluded with nine clubs who had not fulfilled the break-even requirements of the UEFA Financial Fair Play (FFP) Regulations. In relation to the provisions in the settlements concerning the number of players to be included in the A list for the 2014/15 UEFA club competitions, the UEFA Emergency Panel, meeting in Lisbon on Friday 23 May, already confirmed the relevant principles, which are as follows:

• Should a club be entitled to register a maximum number of 21 players on the A list, the minimum number of places exclusively reserved for 'locally trained players' shall be five instead of eight, of which a maximum of four shall be 'association-trained'; and

• Should a club be entitled to register a maximum number of 22 players on the A list, the minimum number of places exclusively reserved for 'locally trained players' shall be six instead of eight, of which a maximum of four shall be 'association-trained'.

All nine clubs which have signed settlement agreements will be subject to ongoing monitoring, and any case of non-compliance with the terms of their agreement will be automatically referred to the Club Financial Control Body (CFCB) Adjudicatory Chamber as per Article 15(4) of the Procedural Rules governing the CFCB.

UEFA also confirms that no reviews were requested of the settlement agreements, either by directly affected parties or by the chairman of the CFCB.

That looks a pretty good source :-)

I hadn't seen that, that's great news, so the 5 home grown players is, officially, 4 association trained, and 1 club trained. That means we can include Hart, Milner and Clichy in the 5 home grown players quota. Ultimately then this reduction to a 21 man squad is going to have virtually no impact on us whatsoever.

Yeah, the cafe and RAWK were absolutely livid when the announcement hit. Not much from gooners although one fellow called for actual killings at UEFA over it.

Actually it was me that posted the UEFA source originally but I'd forgotten that bit...

I think I'll blame it on age.

Edit :- As of this moment you could add Wright with Boyata as the CT player. Although that would leave Rodwell out of luck. Perhaps he won't be here?
If we did sign Westwood as backup goalie then Boyata could be replaced by Rodwell though. We've got until the 31st of August (or just after) to finalise the squad anyway.

We only effectively used 19 players last season. Rodwell came on as sub once and Pantilimon replaced Hart when he was dropped. Jovetic will hopefully play a major part and Nastasic goes on the 'B' list, as does Huws. So either Richards or Boyata is the club trained player and Hart, Milner, Clichy and presumably Wright are the association ones. We have 13 'free' players, giving us room for another three - Sagna, Fernando and one other. Rodwell presumably misses out. If Rekik comes back ( and I hope he does) then he's presumably 'B' list as well, so we could have our 21 man 'A' list plus Huws, Nastasic, Rekik & Lopes, 3 of whom are full internationals.

Besides, the official announcement of Sagna means the potential CL list could be updated. If Fernando is announced today (a strong possibility given he's apparently passed the medical) then it'll get bumped again.
