Things like catherine wheels, fountains, candles etc are okay for civilian use imo, but the rockets (mortars) should only ever be used for council displays.

We had one fuckwit where we live, he must have bought every firework in the area and let them off over the space of a few days. The idiot sold drugs but painted a target on his head.
