He’s mates with a few Brazilians at a club in the Prem as well fella.Well, there are other things to look to but most are more minor and so would have to add up to influence his decision. Him being very good mates with Neymar (and a few other Brazilians on the PSG team) and PSG’s seeming openness to getting rid of Cavani now (and a few other players) are just the most clear and plausible implications. I suppose I don’t discount that implication as much as others because I see personal relationships heavily influencing the deals I am involved with as part of my work (some leading to very bad outcomes, despite my protests/warnings, so I know it can be a powerful influence).
And I never intended my post to be comprehensive of all possible reasons for such a move. I didn’t realise that was expected of each post (but, to be fair, I did follow up with additional reasons and did acknowledge some of your points for it not happening).

May I ask what you’re not 100% about?I wasn't sure about him - still not 100% but looking like I will be very wrong!
There's also Ederson, Danilo, Fernandinho and Berdardo Silva(speaks Portuguese gifted footballer at a similar age) at City while he settles and hopefully learns English to make this a non-issue. He'll have plenty of friends at City and we have a good bunch of personalities at the club as part of the recruitment process, I don't know how Neymar is away from the limelight but if it's anything like he comes across on the pitch and in the press at times he'll probably realise as he gets older he's better suited to the nice and humble fellas(which he appears to be, not forgetting his roots) we have in our dressing room.He does seem to have a soft spot for a few Chelsea players, you’re right.
