Will he definitely be going back to Brazil until the new year or is there any chance he can just join up with the squad for the new campaign?

Staying in Brazil until January is definite - his club Palmeiras are in the hunt for their first league title in 20 years, and he seems very keen on helping them win it.
 
I think there are work permit issues to be resolved first and this is likely to be the sole reason for the delay, though City's arrangement that GJ can stay in Brazil until the end of the present season and possibly longer will probably have been a favourable selling point to the boy.
 

We apparently stole their chance to even the score with Barca for beating them to Neymar.

I like this, also reminds me of the things people were saying about Neymar in the beginning over here(doesn't look that good, wouldn't make it in the prem, player X looks better - look at this youtube clip... etc.) when everyone over there were insisting he was going to be a star early days, by the time he signed for Barca he pretty much was a star to be fair but he was known way before that point.
 
If Barca are really in for Jesus then we have little chance, sadly.
They were always in for him and both Barca's and Madrid's bids were rejected. Jesus wont want to play in Neymar's shadow he is very focused on his development which is where the Pep factor comes in, he wants to develop under Pep. Unless someone tries to offer stupid money I think he'll be a City player.
