I think it's pretty sad that for whatever reason a girl that age feels the need to be having sex.

You seem to be under the same misguided impression as the author that only bad parents produce kids who are capable of going off the rails.

The problem with the, "It's all the parents fault" theory is how to explain siblings brought up in the same house, under the same rules, who turn out at complete opposite ends of the scale? Which happens regularly.

Of course parents are a major influence on how kids turn out but are by no means the only ones.
 
Parents obviously influence a kids life, mother and father are drug users, chances are kids will turn out the same. Mother and father are vets, kid could end up being a vet.

The state cannot go taking babies off folk to give away to others because in the future they might not be the best parents. Slippery slope that.

Plus it's from an American study, have you seen the social problems they've got. I rather take babysitting lessons off the McCanns.

Children in care also have large amounts of the same problems. If we had the social services that Denmark have (where 75% of children in care go on to higher education) then I'd be more ready to entertain the idea of taking a child into care. But the way we fund it in this country, it'd probably do more harm than good. Then again, it's probably no coincidence that the 12 year-old mother is herself the daughter of a 15 year old mother. Might as well pencil the baby girl in for an appointment at the maternity ward in 12 years too. Social services should certainly be involved, and I assume they will be.
 
Forced sterilisation for all at birth the couples, real couples no 11 and 12 year olds can apply for for the procedure to be reversed. Problem solved

I'd go further. Set an IQ test on kids at say 11 with a cut off figure, check if their parents are earning more than a certain amount and do they live in a decent part of town.

Fail on any of these points and forced sterilisation.
