Grammatical question

Yes - I think. It seems to be missing a lot of punctuation and probably refers to an answer to an exam question given by Smith and a slightly different one by Jones with Smith's answer getting the examiners' seal of approval.
 
Smith, where Jones had had 'had', had had 'had had'. 'Had had' had had the approval of the examiners.

Or...

Smith, where Jones had had 'had had', had had 'had'. 'Had had' had had the approval of the examiners.
