I could be wrong but I don't think horse hunt carrots in the wild.I think a greyhound style course would be better - get a carrot on the fence and get them to chase it.

It would facilitate night races without the expense of flood lights, sounds like a good business plan to me.You've got to ensure the longevity of the sport - starving kids have to remain starving in order to race again. A carrot is a just reward.
