In terms of oration, you'd probably have to include Hitler, given the effect his speeches had.

This is the thing with speech writing. It can be the best one ever written yet it can be ruined by how it's delivered.

Hitler was a great orator, as was Thatcher.

Thatcher? Nah, she wasn't that good. Hitler is another order of genius as a speaker. We don't get it because it's in German, but if you talk to native German speakers about it, they'll admit they can still feel the power of his speaking, while (obviously) hating the message.

The most dangerous thing is to assume it was simply ranty and deranged. If it had been, it wouldn't have worked.
 
Obvious one, but Lincoln's Gettysburg Address in 1863 has got be up there.

I'd also say Mandela's speech at his trial in 1964.
