Surely City wont do that for tax purposes. In the old days at Maine Road, on numerous occasions when the attendance was announced, everyone burst out laughing as we all knew there were 7k or 8k more in the ground.

At league games, season card holders will be included as their ticket has been sold and accounted for. At cup games only cup tickets sold are included, an example being, Timisoara 23,542.
I'll go for an attendance of 32,500, with 5,500 Leicester fans included in that figure.
