You only have to be under 21 at the start of the qualifying for that competition, so you can be about 23 by the time the actual tournament starts. Otherwise most of the players who helped you qualify across a couple of years wouldn't be allowed to play in the actual tournament.

Not internationally, though if you're 21 or under at the time qualification for a particular tournament starts you're eligible until that tournament finishes

Yes. I remember getting rather aroused when Lee Bradbury, Then aged 25, played for the under 21s against Italy after he had signed for us. It was another reason I predicted he would be the next Alan shearer....
