Seriously though, you have a trap in your toilet which is basically designed to keep a small pocket of water in the bottom of your pan, (after this your drain is full of air/ gases)thus stopping the smell of your drains coming back up into your house.

The only possible way for a fish to be there is if someone has put it there, or you have blocked drains and your soil pipe is full of water.
