Out of interest why is it ongoing? Were they waiting for the conviction? Surely more than enough time has elapsed to view everything, interview and mark their own homework.

Firstly you need to stop with the ‘marking their own homework’ otherwise it’s pointless debating it with you.
The IOPC would have been informed the very night Henry died-PSD (professional standards) would’ve been informed. Those things are an automatic referral for v low level matters, let alone a death in custody. Their investigations would start immediately.
The process usually involves serving officers with notices under police regs if they are under investigation.
On occasions those officers might be placed on restricted duties, for example where they have no contact with the public.
The process can be lengthy particularly when it runs alongside a criminal investigation and due to such things as sub judice, the investigation may be paused entirely whilst the criminal side is ongoing.
We know now that the criminal side has been concluded in which case the IOPC investigation can now run uninterrupted.
IOPC can recommend a number of sanctions up to sacking.
BUT from my understanding none of the officers involved have so far been served with misconduct papers because the latest IOPC press release stated clearly that those officers are still being treated as witnesses-remember the death in custody element triggered an automatic referral in the first place-not wrongdoing.
My thoughts are this might change in light of public outcry but this can also be balanced by the Judge’s summary. My thoughts ultimately are that for the investigation purposes the key times under consideration will be from dispatch to Henry’s death, in particular the decision to handcuff (which as use of force must be justified by the officer-but one supposes that a use of force form was completed) and the dismissive remark, with this weighed against their switch to realising Henry was struggling -which we believe was 1-3 minutes.
We also don’t know who resigned, when they resigned or why they resigned.
