This is true but if they want to be left alone not being nice to their own people then the best way would be to be nice internationally so countries are reluctant to interfere with them domestcally. It's like expecting large corporations to regulate themselves, when people have the power they use it.I think any nation that see itself as a regional and potentially world superpower like China will always try to be a bit of a bully and leverage its position to maximize its interest.
