Because that's what they have to report under PL rules. Every season ticket/hospitality ticket or match ticket sold is counted whether the holder turns up or not as well as tickets we give out free or at reduced rate.How do you know it was 52k sold? I would say it would be more like 54k sold but 52k in the stadium. 2k season tickets holders didn't turn up?
So exactly like the ticket exchange then? As usual club Is realonsible but its the fans who choose not attend (which is fair enough) but then also choose not to enable the club to sell it.

If a season ticket holder can't make a game they can apply for their seat to be resold via the club but they don't resell them until it's a complete sell out.
It wasn't a sell out against Stoke.
