I don't know Cox personally so I couldn't say. He's certainly not echoing any scientific consensus and most astrobiologists (which Cox isn't, he's a high energy particle physicist) believe the evidence we have collated so far suggests the opposite. It's worth acknowledging though that there isn't an overwhelming answer, just where the small amount of evidence currently points.
 
If the observable universe were the size of the earth, our galaxy would be the size of a building and the earth would would be about 500 times smaller than a Hydrogen atom.

There's a bit of a difference.

A God is a mythical entity created (or at least fleshed out) by an evolved form of apes on a planet.

Life is the evolved form of apes.

We KNOW life exists unlike a God, we're just not sure how prevalent it is.

for me a major flaw is in how we class intelligent life, we are measuring everything by our own perceptions. For all we know we are the equivalent of microbes or "green slime" to another more advance life form. We may be so insignificant and primitive in the whole scheme of things that we don't even register.

as an example, do plankton at the bottom of the ocean contemplate a life form such as a cactus in the desert?
Does intelligent life have to have a physical body?

There is no way of giving anything other than an opinion, or a theory based on our perceptions.
