UEFA punish clubs pretty regularly for this stuff, the problem is that England and English viewers don't see the punishment, it'll be handed out in the next round of qualifiers when they play Poland or Andorra.

Also the punishments are fairly weak. A closed stand, a fine, etc.

True but I still don’t think FIFA will. World Cup qualifiers. Does is it still cover UEFA’s jurisdiction?
