If dinosaurs had human intellect, do you think a left handed T-Rex could use scissors if they had been invented?

Can they?

Always wondered if Yukatan hadn’t hit, would intelligent life have been inevitable in any event? My guess is yes, but I have mates who are biology graduates who say ‘no’.

They never adequately explained why btw. Happy for someone else to.
Intelligent life might have happened anyway, but it's far from certain or inevitable, it's probably highly unlikely.
Human intelligence is the result of a long string of very unlikely events and without the changes to flora and fauna caused by the asteroid would have been unlikely to flourish in the same way. Without the removal of so many dangerous predators and competitors and without the surge in flowering plants we would be far less likely to see mammals in general succeed to the same extent.
Other species could have evolved, but intelligence isn't the goal of evolution. Survival is. If a species is surviving anyway, there's no impetus to develop intelligence.

I know that left handed dinosaurs became extinct when they had to sign for debit/credit payments.
The string holding the pen was always on the right hand side and it wasn’t elasticated enough for the lefties to use.
They did bring out left handed Cheque books but it was too late by then.
Strange but true.
