That is totally unreasonable to have Eaststand level 1 standing not everybody wants to stand at a football match where would the fans in East level one go if they wanted to sit. You could only do it it the southstand
If it came to a vote I don't think the occupants of the East Stand would be in favour of it. The South Stand would be ample if you shifted the away fans upstairs. As I said not everybody wants to stand at a game with your plan where do the east stand sitters sit
