Count Leopold von Berchtold (Austro-Hungarian Foreign Minister).

He was the one that declared war on Serbia after the assassination of Franz Ferdinand (not the band...), thereby setting in motion a series of events which led to World War I.
Arguably this could have prevented WW2 as well - as it was largely caused by events in direct relation to the aftermath of WW1.
Possibly this would even mean that Europe - not USA - remained the dominant force in world politics. Perhaps Korean war and Iraqi war I&II would never have happened either.

They really are scum of the earth kev, me and the missus watched a police documentary in the peado unit the police pretended to be young girls of 12/13 years old they were chatting to grown men some with families and kids of their own. The police arranged a meet with said peados and nicked the fcukers there and then. Horrible bastards!
