If it was a penalty shoot out my understanding of the rules is that the ref was wrong and the goal should not have been given.

My understanding is that in a penalty shoot out, the ball cannot come back (ie: towards the penalty taker). For example, if the ball hits the post but then hits the keeper on the head and goes in, it's not a goal.
