I've had to send what are basically begging letters to our kids schools to have just 2 days out for our wedding.
If neither of them become rocket scientists I will happily admit its because of those 2 days off school.

very very very simple and you all need to know this regardless of what side of the fence you are on

a fine is a punishment when both parties have agreed that such a fine can be arbitrarily accepted and given, otherwise by law you must be tried by your peers..ie a jury

ask the school for a copy of the contract that you signed agreeing to the fine, ask for a breakdown of the invoice and proof a contract exists that provided legality to the fine

there is none, there will be non

the fine is unenforceable, just like a private car park fine

read up and get educated

Good stuff if it works for the OP, but have councils not got wise to this get round and slipped some automatic agreement clause in when accepting a child at one of their schools?

I do not agree with the council's stance but I can imagine these "nazi bastards" doing something to counter any type of challenge!
