Depends on your aim - To win the top leagues it is crucial as sometimes you will have to play counter attacking football which requires pace. Sometimes you will have to break down a lower team playing very defensively which will require you to draw them out from their box by playing the ball around the middle of the field and then hit them which requires pace. If you want to play against the other top teams in the league and not leave yourself open to the counter you need defenders with pace to have fast transitions between attack and defense.
Professional athletes are trained to an inch of their lives now with modern techniques and dietary knowledge so pace is crucial but you see when you focus too much on pace you end up like Arsenal who are almost good enough to win the title but they get hit too often in the closing stages of the season because their pace throughout the team causes fatigue more so than slick passing so it is no coincidence that year after year they have the same slump at the same time.
City and Chelsea have the perfect combination between power and pace and they have the squads to limit fatigue over a season so while pace is extremely important, it has to be harnessed intelligently.
^^Spot on. The mentally quick player with a great first touch will be 5 yards away with the ball at his feet before the pacey player clocks whats happening. Also, a ball kicked accurately 15 yards to someone with a great first touch moves faster than any player in the world.
Having said that, pace at either end of the pitch can compensate for mistakes and dig a team out of the shit.
