Club has too give them the allocation where else can they be put?
Split the south stand instead of giving them the top of the stand. It’s piss easy to do but would reduce income by a few thousand due to segregation and probably shutting a bit of corporate area. Money before fans, normally I get that but this is ludicrous sticking scousers and chavs above city fans. Dear god city sort yourselves out.
 
Is it possible that the club are working up an argument for not giving that allocation to away fans on safety grounds? I don’t know how it works but do the club have to say at the start of the season how many they are giving and are they gathering evidence for future games to reduce that number? I don’t know, I am just asking.

”FA Cup rules allow for an away allocation of up to 15% of the home stadium.

"However this is subject to the local Safety Advisory Group (SAG) agreeing to that ticket allocation number.”

The away teams claim this (in our case 15% is around 7600). It is not a right but up to the local SAG (council, police, medics etc). Perhaps the SAG have said that it is OK for them to be up there and it is up to us to show that it is not safe? As I said, I don’t know just asking the questions.
We have shown it’s not safe (missiles), or pleasant (piss).

There isn’t a set number of tickets that have to be given to away fans in cup games. there has always been guidelines but one of the most significant if not the most significant factor is fan safety. Hence if the club say gave visitors the bottom two tiers of the South Stand approx 5000 tickets then that would be fine. I remember that cup tie in 2012 against the scum when they moaned they wanted more than the two tier South Stand but got fucked off on safety concerns. So there you have it, a simple answer, you’re welcome!
Dunno can't they have the bottom two tiers probably assist in solving the problem.

The hats will be £5 each but must be returned to the stewards after the game. It's possible to put High Definition/4K CCTV cameras on the inside edge of the SSL3 roof looking inwards and down on L3.

Yep a visible deterrent is a minimum, the club has a duty of care, any further incidents could lead to litigation, it's not like they are unaware.
