I highly doubt all Italian fans are racist, I don't think even the majority of them are racists. Its probably a minority but a very vocal minority, although i hope the Italian FA seriously consider fining clubs heavily to discourage this disgusting behavior.

I think dragging governments into football just worsen the situation, Italian football is very politicized you have teams like Lazio and Inter who have mainly right wing ultra groups and then you have left wing teams like Atalanta and Livorno who have mainly leftwing/communist ultra groups, this can be dangerous as it drags politics with football and the government's intervention would just add more fuel to the fire so to speak.

Racism is inherent in a minority. The only difference between the various nations of Europe is the size of the minority, the vehemence of that minority, and the variations in what the authorities do about it, particularly at football matches across European leagues. If FICK FUFA were serious about it and regarded it as an intolerable stain on the game, they would present a diktat that any element of racist behaviour at football matches would disqualify that nation or club from staging or participating in FICK FUFA competitions, just as they are attempting some kind of financial emasculation at the moment. Instead we get a club or FA being fined 3s6d! Mind, we would never have a World Cup I suppose.
