Sales with buy back / sell ons are better than loans.
100%.
They are loans but with:
- certainty for the player to move and develop
- commitment from the buyer as they now have that player contracted so will want them to succeed
- low risk from seller as if the player doesnt develop theyve already cashed in. If they do develop they pay the clause if they are worth it

Wanting to loan a player out rather than sell with (reasonable) buy back is non sensical.

Of course there are ranges to that and selling for £5m with a £50m (for example) is not as good as £10m with a £25m etc.

Our academy is producing brilliant footballers, Foden is a key member of the team and the best young midfielder in the world. Palmer is on the brink of a big breakthrough and Mcatee will probably get a look in a season or two. We are more than entitled to big our academy up, it’s the best in the country by a mile. Lavia will do well at Southampton once he settles, I just don’t think he had the chance at City at his current age.
 
Think buy back option are the best

Lavia can properly develop at a team who he can get proper gametime for

If he hits his level we buy him back or sell for a profit

And if he doesn't then we don't miss out, plus we'll likely get a share of the profit as we often put in sell-on clauses
