It can be read either way I think hence people asking

'closer to 40m with add ons' may be read in very different ways

1) closer to 40m than to 30m, e.g. 37m plus add ons

2) closer to 40m than to 50m, e.g. 44m plus add ons

3) closer to 40m than to 50m including add ons

(2) may stand a chance, much depends on the add ons.
