Not necessarily true Mat. Money didn't get Ederson either. We have kept Ortega and Bernardo Silva is still a City player. Dani Olmo is staying at Red Bull Leipzig and Wirtz is at Bayer Leverkusen for one more season. I have a feeling Barella will still be an Inter player once the window shuts.
 
Doku and keeping Cole Palmer is good.
For me, that's short in midfield. Doku is a project player, not a starter. With KDB out, we have Rodri, Kovacic and Foden as the only available options since Bernardo starts at RW. I don't think Doku/Palmer would start ahead of these 4 in most cases. That leaves us vulnerable and short in trusted midfield options.

The same could have been said last summer.
 
I mean, Veratti is still available, lol. I don't see it - I think Pep doesn't want him in the squad, his age is a problem, plus there may be something about PSG and City not wanting to deal with each other. But... he fits the bill technically, and he is available.

Doku and Palmer as squad players then, but my point stands. We have 3 "trusted" midfield options for 3 spots, 1 of which is knackered and can't carry on playing every game. For me, a midfielder is a must, more important than a RW, since we have Bernardo, Palmer, Bobb, Gomez, and McAtee for RW. Of course, we could use 2 or even 3 new players since we are thin as a squad, so any good addition would help.
 
Simple answer is to play Phillips if he isn't moving. We signed him for the purpose of covering Rodri. We aren't going to waste more money in bringing in another unsuitiable replacement.
