To be fair your percentages are hardly reliable. 99% done when all that seemed to happen was Messi said he'd be interested in coming to us. Given the fact nothing was agreed with Barca at all and Messi's word is hardly worth anything (hasn't he retired from Argentina twice) how is that 99% donedo you need a cuddle ?
I don't know how anyone could be disappointed in their actions without knowing what's going on.
For all we know, City and Messi are on the same page, he needed to be let go for free, they tried to go public vs. La Liga to get them to back down, but Bartomeu stood firm.
I'm sure more details will emerge when people like TH, the Barcelona connected journalists and the city ones get the full story from the respective parties. Then we can take a crack at judging what's happened.
