I don't know if it sounds silly but if we did have a first bid of Harry Kane rejected then why is it not all over the news/internet? We definitely would of hear about it by now and everyone would want to report it

You'd think so. but starting to get the impression that all relevant parties know this transfer is happening and they are working out how to orchestrate it. City and spurs have probably got an understanding re the fee.
