Would the MLS salary cap allow a huge wage and a huge signing in fee?

I’m not clued up on the MLS but iirc the salary cap is, in truth, a salary budget that includes an annualised portion of the purchase price, agents fees, signing on bonus et al. I think there’s some room for adjustment but I didn’t think it would be adjustable enough to factor in a commitment for tens of £millions deferred and then passed forward into the MLS on top of the Messi high salary, signing on bonus, agents (Dads) fees, etc?

I’m not saying it can’t be done, I just don’t understand how it can be achieved under the MLS system.
If the MLS had even a sniff of getting Messi to play in their league then they would move heaven and earth and do everything in their power to make it happen. Full houses everywhere he plays. Would make Beckham going there look like Alex Buttner signing a contract extension
 
There will be a very strong English core to our team with Kane and Grealish added
 
Is there two more unlikeable english players , rags and dippers aside
I don’t see them as unlikeable, just players taking advantage of what they can get away with.

If they sign for us they will learn that the refrees won’t be as leanient anymore.
 
Walker,stones,raz,foden,Grealish and Kane all your missing is a English CDM and you’ve got an English spine
