OK if it's a higher-scoring draw than CAM-CIV, surely?

Apparently just the fact it's a draw means it goes to random selection.

Surely not....wouldn't the others go through on goals scored?

tiebreakers for AFCON:
1) Number of points obtained in games between the teams concerned;
2) Goal difference in games between the teams concerned;
3) Goals scored in games between the teams concerned;
4) If, after applying criteria 1 to 3 to teams concerned, two or three teams still have an equal ranking, criteria 1 to 3 are reapplied exclusively to the matches between these teams in question to determine their final rankings. If this procedure does not lead to a decision, criteria 5 to 7 will apply;
5) Goal difference in all games;
6) Goals scored in all games;
7) Drawing of lots.

If the other game ended 1-1 and IVC - CAM ended 0-0, then all teams would tie criteria 1) and 2), but not criteria 3).

Then ivory coast should be out?

If those rules are correct then yes. So we want either a 0-0 draw between IVC and Cam and a 1-1 between Mali and Guiena or Cam to simply win.
