The buying club transfers the money to the player or anuthority and the selling club are then powerless to stop the transfer, barring persuading the player to stay.Players in La Liga must pay their own buyout fees so they'd just be playing hot potato bacs until the end of the transfer window.

Correct. But as the La Liga rules require the player to deposit the money themselves, they would have an effective veto even in circumstances where they had no choice to move.
In other places clubs pay buyout clauses directly to the selling club.
