Not strictly the case. Clubs in England can trade between themselves from the end of the season (as can teams in other nations, nationally - Villa to Barca, for example) but international signings can't be made until 1st July.

That would be my understanding too which is why tolmie's comment puzzled me as there would be no reason for keeping a Bosman signing - and it could only really be Joe Cole - under wraps. If tolmie is referring to Boateng as the "pre-contract" he's got the terminology wrong.

Yeah lancs blue, maybe he got the terminology wrong, i didnt think we would be in for joe cole but the more i think about the more i think we got him, he was crying about getting a new contract till about a month or so ago and now nothing from him or cheski!

City can still announce the transfer is done, it's just offically he won't be able to play for City untill after July 1st.
