Actually I think he's right - just checked out the FA's website. Apparently any player can play in the final regardless of whether they were cup tied.

Rule 15(2)(a) also states that they can temporarily sign up to three players for the final provided they pay an admin fee to the FA of £50 and a KFC bargain bucket. Apparently Everton have already agreed with Valencia to borrow Villa, Barca are loaning Messi and Liverpool are sending them Gerrard.
 
Yes, it's a rule many oversee, and many more don't know exists. Including the FA.
 
It'll be like having a little piece of City in the cup final.
