The Cambridge dictionary defines nonce as "a person who commits a crime involving sex, especially sex with a child".
The bike bit comes from Vine's posting of him encountering bad drivers as he cycles around London (I am a keen cyclist and so have sympathy with cyclists encountering bad drivers but Vine does sometimes seem to seek confrontations).
I am not sure what Barton is arguing for - surely not just the right to label people he disagrees with as sex criminals?
In this case I hope he loses badly and is punished appropriately. His attention seeking nonsense has reached a point where it needs to be challenged and he seems to be getting involved in a fight that he cannot win.
