If he didn't have to be registered at City to be included & we were signing him, then we could.

If he did have to be registered, then we couldn't. Depends on what the rules are in the small print.

Whatever it does say, UEFA have a picture of Stones, & are announcing his signing, on the City page on their website, & him listed in our squad. So either they are even more stupid than usual, or he fulfils whatever regs he needs to.
