As for what I'd do differently, I'm not sure. But if we're just going to pay what they want anyway, and the haggling has failed, surely he can anticipate that (because this happens every time) and just pay the fee without the fuss.

I don't think it is reasonable to moan about us haggling as you call it. If we just paid whatever was asked for immediately I am sure we would be asked even more unreasonable prices the next time. The only way to not be fu**ed over is to negotiate hard about the price, and even to walk away every now and then. Negotiating prices is hard when the other party has something you want.
