I don't dislike him as much as I used to, but I would not want him anywhere near City. Besides, as others have pointed out, he is yesterday's man. His methods are out of date and he's burned so many bridges it's hard to see where he'll next turn up after he leaves this -surely his last- foray into management.
Its really hard to say if he's outdated, maybe he is, but a lot comes down to the job you get and I'm not sure many sensible big clubs would get have him just because it often turns sour.
But if you look at it another way, he's still done well...
He went back to Chelsea and won the league. He went to spurs, got them to a final but they were never really going to challenge for a title at that time. Before that he finished second with a pretty shite rag team and won them a couple of trophies, not finishing 8th like Tent Peg. Won Roma a European trophy, got them to another European final but were never really going to be real Serie A contenders with the players he had.
I think he's done pretty well all things considered. If some real contenders were mad enough to give him a job knowing it'll crash spectacularly at some point, he could still win things in my opinion.
Do you think Ancelotti, for example, would win Serie A with that Roma team? Or the Premier League with that Spurs or Rag team? ...its highly unlikely. Do I think Mourinho could win La Liga with this Real Madrid team ? Highly likely.
That's why I don't write off his ability to win things, i just don't see any of the huge teams being willing to employ him because they know that it'll turn sour at some point.
