Yeah; there's no hard feelings and fast figure these days. A mod will judge the potential thread on it's impact; does it break the code of conduct? Also, we'll look at the poster's input to the forum, and try to judge him/her by their previous posts. It's not an exact science, it can't be. He normally just sits in the corner, eating his beans on toast, while wistfully staring at a signed picture of a certain tuneless individual. It's a bit sad, looking at him. But what can you do?
