You can. It's just not polite or PC. Nobody is going to lock you up unless you do it on street and it's abusive (public order) or send hateful content online. The only consequences are social.

I've called friends that before with affection. I also called my gay friend the F word affectionately before.

I much preferred the ones that were dragged along by a horse! There's one in the Fire Museum in Rochdale.
