I expect lots of Cityfans already made different plans or picking other games to visit in the expectation no fans were allowed in.

I took myself off to Malaga at the tail end of January with my Kiev money as I didn't think the ban would be overturned. It was a nice break but it could have been done anytime. Kiev would have been an experience.
