Juventus stadium is 3/4 full nearly every game, despite it only holding 40000. We have a few thousand empty seats in about half of our prem games and the whole country can’t contain itself.

That's because if they hit that 120,000 vs 98,000, they'll increase that average and get a big cash boost on big match days.

Same reason rags owner built OT when their average was 10k. They got a massive boost when City etc turned up which helped a lot back in 19 whatever

Because they fill it for the big games, easily.
If you're selling out a venue all the time (especially to a core base) then it's too small. Better to expand and offer lots of cheaps and comps for the lesser events. Any business operating constantly at capacity needs to invest and expand.
