Probably because they are greedy bastards, they want the loyalty bonus and signing on fee from both the selling and buying clubs.
 
He doesn't fit in with the city brand. Pep and Co don't like egos and 'superstars' they like a team that's more like a family, a team that supports and fights for each other. Jesus' latest comments show that if you aren't willing to miss out for the sake of the team, you leave. Same with cancelo. Can you seriously see mbappe willing to stand down in a huge game or make that extra pass to a team mate in a better position? It's a non starter as far as I can guess.
