They believe they're not required to submit accounts to the PL because they're no longer in the PL, and not required to submit them to the EFL because they weren't in the EFL for the period the accounts cover?

Have read similar, different deadline dates for reports for different leagues

Haven't Leicester failed FFP rules before? Repeat offenders surely get double the points deduction.
