Fair play to you. I'd take Mahrez every time, if it wasn't for knowing how fast Mahrez can run in a straight line, Pep's usual modus operandi, or Sane's ability as a wide player. If we're talking about Mahrez 2015-16 under Ranieri, not Pep, we're in agreement.
 
Stalling it seems, looks like he still haven't made his mind up or surely otherwise this deal would be done quickly like Nolito deal.

Spain got knocked out on the 27th June, Nolito signed on the 1st July, 4 working days later.

Germany got knocked out 7th July, 4 working days later would be next Wednesday.

So he could possibly still be signed as quickly as Nolito.

Then factor in Schalke wanting to keep him, whereas Celta Vigo had no choice in the matter because of the release clause, and the fact the transfer is going to be about 3x as expensive so things will naturally move slower. Plus the kid is naturally going to have more concerns about his play time and development at 20, whereas Nolito is probably happy even is he ends up being a squad player for a Champions League team.

IBH has said he's meeting with Schalke to tell them his decision on Monday.

Nolito was agreed before the euros began so a good few weeks before he was officially signed
 
Mahrez may have had a great season last year, will he repeat it this year, who knows
Exactly this. Not saying one is better than the other, but one is 20 and the other is 25. Sane has potential to reach a high level, maybe even higher than Mahrez and it would do him wonders to be under Pep's coaching at such a young age.
