Going on loan is great in theory, but I'm always of the mind that you do that with your "lesser" talented players, any player who thr club truly wants to integrate, it's better off bringing them in for a year and see how it goes.

It’s definitely right to keep him for a year and see how it goes. He might become like Phil Foden who had an incredible season after Guardiola gave him some Game time. He's young enough that it's worth it for both him and City to see how he carries on, if he's not ready, it's not a waste of a year, he would have still gotten alot out of it, and you can then loan him out.
