I'm sure there's many reasons why it couldn't be done technically, but surely wouldn't lowering from a heli be easier for all concerned?
 
They seriously have to climb back down that thing? They should just be taught to skydive. It isn't that bad when he's just climbing up the ladders at first, it's when he's getting near the top and has to climb up those thin steel bars unsupported. I'd be shaking like Muhammad Ali at that point.
 
That's completely safe. As climber's say, the gear is bombproof. He is tied to a rope which he anchors at regular intervals, so the furthest he could fall would be a few metres - not that any averagely competent climber is going to fall off that.

around 25ft is generally considerd as 'splat height', so you can go as far above that as you like and it makes no difference.
